A timekeeping app can capture a signature. It will not chase the exception, pay the premium, or close the item. The statutory frame

The wage-and-hour record carries a statutory benefit the others do not: where all reasonable steps are documented before a notice arrives — or before the records request that usually comes first — Labor Code §2699(g) caps PAGA civil penalties at 15 percent, and §2699(h) caps them at 30 percent where remediation follows within 60 days of the notice. The court decides whether those steps were enough. What the record has to show.

When the letter lands, the authorized custodian of records on your team — not Floburn — produces one production package in hours, not weeks: the payroll records, the timecards with each short break and the premium paid beside it, the written policy your crews acknowledged and each dated per-period sign-off — on a cadence of its own, decoupled from the payroll run — the training completions, and the hazard, heat, and incident records. The record is not assembled after a claim lands; it is built in evidentiary format from the first shift, so production is retrieval, not construction, and chain-of-custody is preserved because the custodian controls the export.

Payroll, timekeeping, HR, and safety are reconciled into one record as the shifts happen, so production is an export from one place rather than a search across several. The same record is what a foreman acts on inside the shift: an alert before the fifth-hour window closes, carrying what to do and what to enter, so the break gets taken rather than a premium owed.
